With the outbreak of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), global researchers were confronted with major challenges. The German National Pandemic Cohort Network (NAPKON) was launched in fall 2020 to effectively leverage resources and bundle research activities in the fight against the coronavirus disease 2019 (COVID-19) pandemic. We analyzed the setup phase of NAPKON as an example for multicenter studies in Germany, highlighting challenges and optimization potential in connecting 59 university and nonuniversity study sites. We examined the ethics application (...) process of 121 ethics submissions considering durations, annotations, and outcomes. Study site activation and recruitment processes were investigated and related to the incidence of SARS-CoV-2 infections. For all initial ethics applications, the median time to a positive ethics vote was less than two weeks and 30 of these study sites (65%) joined NAPKON within less than three weeks each. Electronic instead of postal ethics submission (9.5 days (Q1: 5.75, Q3: 17) vs. 14 days (Q1: 11, Q3: 26), p value = 0.01) and adoption of the primary ethics vote significantly accelerated the ethics application process. Each study center enrolled a median of 37 patients during the 14-month observation period, with large differences depending on the health sector. We found a positive correlation between recruitment performance and COVID-19 incidence as well as hospitalization incidence. Our analysis highlighted the challenges and opportunities of the federated system in Germany. Digital ethics application tools, adoption of a primary ethics vote and standardized formal requirements lead to harmonized and thus faster study initiation processes during a pandemic. (shrink)

The practice of manufacturers' payments of fees to retailers for the display and sale of their products has become a common practice. In the grocery retail business, the fees paid by manufacturers are called slotting fees, or a payment made for a slot on the shelf. The same practice is used now in the retail book industry. Large book chains command high fees from publishers for the prominent display of books. Entrepreneur's products are often precluded from stores and markets because (...) slotting fees are prohibitive. The fees are non-uniform and often paid in cash, creating an atmosphere that has already spawned illegal activity on the part of retail executives. This article examines the ethics of slotting fees. Some theorists, worried about liberalism’s potential as a foundation for public health ethics, suggest that republicanism provides a better background of justification for public health policies, interventions, etc. In this article, this suggestion is put to the test, and it is argued that (i) contemporary (civic) republicanism and liberalism are not nearly as opposed as it is sometimes suggested, and that (ii) the kind of republicanism which one leading scholar in the field, Bruce Jennings, as an alternative to liberalism, (...) does not reflect the contemporary understanding of republicanism as held by, e.g. Phillip Pettit et al. This article deals with the burning issue of moral decision-making by major church assemblies,such as regional and general synods. Moral decisions by church assemblies have createdmany conflicts in churches in the past and at times did an injustice to the prophetic testimonyof churches in society. The question arises as follows: To what extent should church assembliesbe involved in moral decision-making? The central theoretical argument of this study is thatalthough the notion of a ‘biblical ethic’ is valid, synods and council of (...) churches should beextremely cautious and even hesitant to formulate moral decisions because of differences inhermeneutical approaches and the principle that the church is primarily the ‘local congregationof believers’. The church is not in the first instance a national, general or international socialstructure that should pass conclusive resolutions and that testifies by way of moderators orelected church leaders. To unfurl this central theoretical argument, the researcher refers to thecurrent hermeneutical discourses and proposes certain ideas regarding the possible role ofthe church with respect to moral decision-making. In view of the information provided, apoint of view is advocated regarding the way in which churches could be involved in moraldecision-making today. (shrink)

Les sciences de l'univers et celles de la vie ont répandu, à l'aide de diverses notions de temps, des scénarios de fin du monde qui renvoient à la philosophie la question angoissante de l'avenir de l'humanité. Dans le passé, les gnoses avaient élaboré une représentation du temps brisé, que les philosophies modernes ont entrepris de démythologiser de bien des façons : morales purement rationalistes, qui tantôt acceptent tantôt (...) refusent l'idée d'une fin morale, morales utopiques, vision d'un cosmos régi par des lois mécaniques, vision d'une histoire dépourvue de sens et de finalité.Cependant, si la temporalité est inscrite au cœur du réel, la question de la fin ne peut pas être éludée. De nos jours, la pensée de la mort est le lieu d'une interrogation métaphysique sur l'être ; la philosophie de l'histoire pense la fin à la lumière d'une exigence de justice ; la pensée de l'altérité est la postulation d'un dépassement du temps ; dans l'éthique de l'action, la notion d'événement introduit à une destinée de liberté ouverte sur une transcendance ; l'analyse du langage symbolique dévoile la dimension eschatologique de la raison dans sa recherche du vrai : autant d'ouvertures philosophiques sur l'espérance théologale. Is contemporaneous thought accessible to the biblical concept of the end of history ? With the help of different notions of time, universe and life-sciences have spread scenarios of the world’s end that pass on to philosophy the anguishing question of the future of humanity. In the past, gnostics elaborated a representation of broken time, which modern philosophies went about demythologizing in diverse ways : purely rationalistic morals, which at one time accept and another time refuse the idea of a moral end, utopian morals, vision of a cosmos ruled by mechanical laws, and the vision of a history empty of meaning and finality.Nevertheless, if temporality is inscribed in the heart of the real, the question of the end cannot be avoided. In our time, thinking about death leads to a metaphysical interrogation about being ; the philosophy of history thinks about the end in light of a demand for justice ; the idea of alterity postulates the overcoming of time; in the ethics of action, the notion of event introduces a destiny of freedom open to transcendence ; the analysis of symbolic language unveils the eschatological dimension of reason in its search for the true, – these are some of the philosophical openings to theological hope.
